Create Vacancy - Number of Positions

An issue was identified that the No. of Positions field on create vacancy was accepting decimal (non whole) numbers. This was causing an issue with validation and caused a crash of the jobApplyNi website.

This has be rectified and the field will only accept whole numbers. Entering an invalid number will show a validation message.
