Patch Release

This release is to patch the fix applied in production (4.8.1) to the current pre-production version of Secure Messaging.(4.12)

This patch was to fix production (v4.8) for Secure Messaging - to permit an authenticated user to reply to an expired message using the API

In this release we will re-deploy SM 4.12 including the expired message fix making it version 4.12.1
