Service Manager

The "Service Manager" service replaces the "User Manger" service, and provide a consistent "Platform" level user management experience for all services with multiple user types.

All User`s accesses rights (user roles) can be managed by a service administrator. The roles applicable to the actual Services themselves are controlled by Portal and Business Administrators.

Main Changes:

1. Service is Vue3 Compliant,
2. Service utilises the latest Stiona component architecture,
3. Service meets Stiona accessability standards,
4. The new UI/UX meets Stiona standards.
